HTSPE is looking for a Junior Rural Development Expert to nominate in their bid for the Lot 1 project entitled:
Mid-term Evaluation of the Regional Initiative in Support of Vulnerable Pastoralists and Agro-Pastoralists in the Horn of Africa
(Kenya, Ethiopia, Djibouti, Uganda, Somalia, Sudan)
The evaluation will provide a report on the status of the project performance at mid-term stage of Regional Initiative in support of vulnerable pastoralists and agro-pastoralists in the Horn of Africa project, based on the 5 evaluation criteria of relevance, effectiveness, efficiency, impact and sustainability; identify key lessons learned, and propose practical recommendations on how to achieve expected results for the remaining implementation period.
The specific objectives of this evaluation include:
- To assess the quality of the project implementation and level of project performance to date.
- To draw lessons learned and identify best practices that would support attainment of project's expected results and specific objective/purpose.
- To draw practical and actionable recommendations, situating this project in the context of EU-FAO co-operation.
Project duration: 80 calendar days, starting 15th October

- University degree in rural development
- A minimum of 3 years professional experience in developing countries
- Good knowledge of pastoral and agro-pastoral productions systems in arid and semi-arid countries
- A good understanding of natural resources management and environment
- Specific experience in disaster preparedness and response mechanism at community level
