BACKGROUND:
The African Union (AU) convened a pledging conference in Addis Ababa, Ethiopia 25 August 2011 to mobilize support for response to and raise awareness on the humanitarian crisis in the Horn of Africa. The current humanitarian emergency in Somalia, Djibouti, Kenya and Ethiopia has led to a number of initiatives to mobilize resources to assist millions of affected people. The pledging conference realized an estimated total of US$350M in cash and in kind. $US300 million of the total was pledged by the Africa Development Bank for recovery and resilience projects under the auspices of the Intergovernmental Authority on Development (IGAD) and the AU. The AU Commission will administer the emergency portions of the proceeds realized from the Conference. The humanitarian / emergency coordination structures in the affected countries are expected to play a significant role in the determination of the allocation of funds and goods-in-kind. The incumbent will provide technical support and advice to the African Union Commission in the identification, prioritization, disbursement and general administration and governance of the funds from the Conference and facilitate reporting on the use and financial tracking of the donations.
ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS:
The Fund Management Officer position is located in African Union (AU) Liaison Office, United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), Addis Ababa. The incumbent will be under the supervision of the Head of Office OCHA AU Liaison Office.
RESPONSIBILITIES:
Within delegated authority, the incumbent will be responsible for the following:
Support the AU and partners' Technical Advisory Committee (TAC) and the Resource Allocation Committee (RAC) with the finalization of the draft Policies for the Administration of the Drought Response Fund for the Horn of Africa (DRFHA); Develop and finalize the Terms of Reference of the TAC and the RAC; Provide analysis and advice to the TAC and RAC on fund management policies, strategic priorities and key humanitarian challenges in relation with the DRFHA; Facilitate coordination between the Humanitarian Affairs, Refugees and Displaced Persons Division (HARDP) of the African Union Commission (AUC) with OCHA Country presences in the affected countries in ensuring access to timely and accurate information on the status of the crisis for purposes of resource allocation, prioritization and decision making; Ensure necessary coordination with other sources of funding e.g. the CERF, CHF, ERF, bilateral funding and other key humanitarian donors; In accordance with AU priority sectors, Conceptualize and coordinate development of the AUDRFHA allocation priorities and procedures in accordance with and in support of the CAP; Encourage stake-holders participation and common understanding of guidelines and procedures within the framework of the TAC; Facilitate individual country reporting to the AUC on the utilization of DRFHA funds; Assist the AUC to benefit from this process as a basis for the revitalization and streamlining of the Special Emergency Assistance Fund (SEAF); Support the HARDP in providing regular updates and report to the RAC, AU decision making organs, and the humanitarian community as a whole on project implementation and financial status of the fund; Provide update funding information to UN/OCHA Financial Tracking System (FTS); Promote information sharing and coordination with relevant stakeholders; Performs other duties as required.
Competences
PROFESSIONALISM: Sound knowledge of and exposure to a range of humanitarian assistance, emergency relief and related protection issues, to include approaches and techniques to address difficult problems; Strong analytical capacity and in particular the ability to analyze and articulate the humanitarian and protection dimension of issues which require a coordinated UN response; Ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems; Strong research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian and protection situation in assigned country/area; Ability to work under pressure, on occasion in a stressful environment (e.g. civil strife, natural disasters and human misery); Knowledge of UN institutional mandates and policies, and core UN guidelines related to humanitarian affairs is required; Familiarity with Multi-Donor task Force is desirable; Knowledge of the region and donors relations is desirable.

Qualifications & Experience
EDUCATION: Advanced university degree (Master's degree or equivalent) in business administration, political or social science, international studies or other field; A first level university degree (Bachelor's degree or equivalent) in combination of qualifying relevant professional experience may be accepted in lieu of advanced university degree.
WORKING EXPERIENCE: A minimum of seven (7) years of progressively responsible professional experience in project and / or programme and fund management, accountability frameworks, humanitarian affairs, crisis / emergency or in a related area; Relevant experience in at the international level is a strong asset; Familiarity with Multi-Donor task Force is desirable; Knowledge of the region and donors relations is desirable.
LANGUAGE: For this particular post fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
