FINANCE DEVELOPMENT DELEGATE

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Finance Development Delegate (FDD) who will support the National Societies (NS) of Sudan and South Sudan at different levels contributing to their capacity to attract and sustain funding though effective financial management.
The FDD will act as an organizational transformation supporter and coach to the NS with the goal of supporting the National Society partners in their efforts to implement sound financial controls and management at HQ and branch levels. The FDD is also expected to ensure a coherent and coordinated approach with the NS, ensuring CRC support is coordinated with other PNSs (Participating National Societies), and ICRC (International Committee of the Red Cross) and the IFRC (International Federation of Red Cross and Red Crescent Societies. In addition, the FDD will assume responsibility for financial oversight and support to managing the financial controls and reporting for the Canadian Red Cross supported “Community Resilience Programme” in Sudan and South Sudan, and to the Netherlands Red Cross projects.
KEY RESPONSIBILITIES
Capacity Building at Management Level: • Support the National Societies’ capacity to implement strong financial management and controls, consistent with their roles as the leading humanitarian organisations in the country. • Assist each NS to strengthen its capacity to design, monitor and report against budgets, particularly in South Sudan. • Support the NS to develop, revise and/ or implement clear and concise guidelines, policies, procedures and materials commensurate with its responsibilities and consistent with newly developed plans and strategies for sound financial management in South Sudan. • Support the NS to develop appropriate strategic plan budgets, annual financial plans, proposals (budgets), and financial analysis and financial needs and comprehensive financial reports. • Support the National Society to implement financial planning consistent with their resources mobilization strategy. • Support NS at the National level to develop realistic and effective means to provide ongoing financial management capacity in its branches. • Support National Society objectives for the development of financial management, internal structures and systems and financial reporting capacity at its branches. • Assist the NS to identify locally available expertise and other regional peers to help in developing skills and competencies of its senior and middle management in the area of financial management, project design, fundraising, and financial reporting as required.
Support to program: • Responsible for assisting the NSs to create monthly financial reports for the program in Sudan and South Sudan, submitting them to the Community Resilience Program Manager or appropriate NLRCS manager for review and approval. • Verify and process for payment program invoices submitted by Red Cross/Red Crescent partners. • Verify the NS financial reports for the financial advances and submit them to the Program Managers on time. • Support coordination among Community Resilience Program partners’ various financial reporting requirements and ease the complexity of multiple reporting for the National Society in cooperation with partners. • Coordinate with the NS preparation and submission of program quarterly and annual reports including follow up of the performance indicators and share at the regional level lessons learned, successes and challenges. • Participate actively in Program implementation, planning, budgeting (annual budget, AOPs) and provide input as requested. • Ensure that CRC policies, procedures and controls for program administration are in place (cash keeping, inventory, controls of assets, vehicle usage and controls). • Recruit, manage and appraise local administration and finance assistant in collaboration with the Program Managers. • Inform of any security threat and report immediately to the Supervisor and/or the Senior Program Manager, Africa at HQ, and follow CRC security rules and procedures and Code of Conduct at any time. • Support missions, meetings, conference, and activities of the Program.
QUALIFICATIONS
Required Qualifications: • University degree in accounting or an equivalent combination of education and work experience. • Demonstrated experience in training and mentoring in financial sector. • Minimum 5 years’ experience in finance development process, especially financial management process and systems. • Minimum 5 years international work experience, preferably in Africa. • Experience and/or knowledge in organizational development and/ or in local capacity building. • Demonstrated ability in networking and developing relationships with various partners and stakeholders. • Demonstrated ability to work in high stress environments with minimal supervision. • Demonstrated experience of working effectively within a multicultural team. • Strong commitment to the Principles of the Red Cross Red Crescent Movement. • Strong initiative, diplomacy, flexibility, and sound decision making skills are required. • Excellent verbal and written skills in English. • Must have a valid driver’s licence, with the ability to drive manual gears. • Must have Basic First Aid certification, or be willing to acquire certification.
Preferred Qualifications: • Experience in working for the RCRC Movement. • IMPACT Training Course.
Environmental Scan / Working Conditions Sudan and South Sudan have experienced political turmoil in the past and in some cases threats to security still exist. Khartoum is relatively safe, but the delegate will need to be conscious of their personal safety. Travel to program areas may be required, which means the delegate maybe accommodated in housing that lacks basic amenities including running water and electricity.
South Sudan is a new country experiencing significant political, economical, security and social turmoil. Living conditions may be shared for security and budgetary reasons.
