The Collaborative Actions for Sustainable Tourism (COAST) Project is URGENTLY seeking a suitably qualified Environmental Management Systems Consultant for the assignments indicted below. Post Title: EMS Technical Support Consultant for; Ghana, Kenya, Tanzania, Mozambique Duration: 40 days over 4 months October 2011 – January 2012 (to be followed by two further possible contracts during 2012 (56 days) and 2013 (24 days) Date required: October 2011 Duty Station: Home based but with travel to each country during the contract period Counterpart: COAST Technical Coordinator and National Environment and Tourism focal points
Duties:
The specific tasks and timetable for the assignment are detailed in the table below (each country will follow the same pattern):
Qualifications: The selected consultant(s) will have an advanced university degree in Environmental Sciences, Environmental Management, or Natural Resource Management, and will have extensive and specific experience in EMS and Environmental assessment (ISO 14000 series), where possible with specific relevance to the tourism industry. He/she must be able to show evidence of previous, training, research and documentation within these sectors linked to the development of sustainable programmes and practices.
Languages: English, Portuguese.
Consultancy Objective: To undertake a detailed design, planning and implementation assessment for five partner countries within the Collaborative Actions for Sustainable Tourism (COAST) project through a series of country visits and detailed discussions with key partners and stakeholders in relation to their expected roles and responsibilities within the project. The major output from the consultancy will be a series of written case studies which will be published both in print and on the web for wider sharing and dissemination. These must be formulated in line with the project objectives (specifically; to assess and deliver a series of Best Practices and/or Best Technologies) of sustainable coastal destination management, emphasizing an integrated approach to a reduction in coastal ecosystem and environmental degradation within the tourism sector. The Specific tasks for this consultancy: This consultancy will focus specifically on the objective of testing and developing:
o Environmental Management System Best Practices and (where, if, appropriate) Voluntary Eco-certification and Labelling Schemes.
Reporting: a) Within the first month after beginning this assignment, the consultant will submit a detailed inception report containing a detailed workplan with specific timing on the following information: 2. International Travel to Demo Sites Guide: maximum of 2 visits over the first two consultancy periods 3. Local Training events to be held Guide: minimum of two per country (8) over the first two consultancy periods 4. Progress Reporting and publication: Guide: minimum of one output per country (4) in the form of a detailed case study 5. Specific Monitoring Milestones For each Demo Site generate a practical intervention timetable, and a template with suitable indicators for data collection in order to demonstrate achievements against these.
b) During the third (and final ) stage of this consultancy, a final report containing detailed case studies together with; executive summary, cost/benefit analysis, recommendations and suggested actions will be produced (one for each of the four relevant COAST Project partner countries in the assignment). This will be submitted in electronic form to the Project Technical Coordinator and Project Manager, UNIDO, after consultation and review by the relevant COAST project country teams.
BACKGROUND INFORMATION: Annex 1: General Background on the project: The COAST project supports 10 demonstration projects in 8 African countries, with additionally the Seychelles participating as another partner country sharing lessons and experiences from her coastal tourism sector within the region. There are therefore 9 partner countries within the COAST project, but of these only FIVE are involved in EMS work. This advertisement is concerned with only FOUR of these countries. A separate French speaking consultant has been hired to support parallel work in the fifth country (Senegal).
The overall goal of the project is: “Supporting the conservation of globally significant coastal and marine ecosystems and associated biodiversity in sub-Saharan Africa, through the reduction of the negative environmental impacts which they receive as a result of coastal tourism.” There are four general objectives within the project namely: I. To capture Best Available Practices and Technologies (BAPs and BATS) for contaminant reduction & sustainable collaborative tourism investments. This general objective has three specific objectives: a. Establish and implement Environmental Management Systems and Voluntary Eco-certification and Labeling Schemes b. Develop eco-tourism initiatives to alleviate poverty through sustainable alternative livelihoods, and generate revenues for conservation of biodiversity and for the benefit of local communities c. Improve reef recreation, management and monitoring mechanisms and strategies d. To support improved Coastal Zone Management and Planning mechanisms and approaches.
II. To develop and implement mechanisms for sustainable governance and management that measurably reduce degradation of coastal ecosystems from land-based tourism sources of pollution and contamination; III. To assess and deliver training and capacity support requirements emphasizing an integrated approach to sustainable reduction in coastal ecosystem and environmental degradation within the tourism sector; IV. To develop and implement information capture, information processing and management mechanisms to promote information dissemination, learning & sharing.
