General Functions
The job holder will manage the WTO's Information Technology Division and will be accountable for:
- Defining, updating and implementing an IT strategy that supports the strategic and operational objectives of the organization. This requires understanding the WTO mission and objectives, possessing the ability to translate these into an IT agenda and driving execution against the agenda.
- Directing all information technology functions and activities of the organization; including the data centre, desktop service centre, help desks, communication networks (voice and data), security setup, application development, and operating systems.
- Developing and maintaining key relationships across the organization and with external service providers. Working in partnership with the Information Management team and divisional management to obtain optimum technology solutions meeting organizational goals and objectives. Defining and maintaining service level agreements with internal customers and external providers.
- Driving the analysis and re-engineering of existing business processes, identifying and developing the capability to use new tools, reshaping the organization's physical infrastructure and network access, by identifying and exploiting the organization's knowledge resources. Owning end-to-end accountability for making the IT service chain deliver to the divisions.
- Continually driving innovation and creative solutions to meet organizational challenges. Maintaining awareness and evaluating emerging technology priorities that could include cloud computing, virtualization, mobile technologies, business intelligence, networking, voice and data communications, enterprise applications, collaboration technologies, infrastructure, and Web 2.0. Assessing, developing and driving a model to deploy innovative software and hardware solutions.
- Managing the IT budget in partnership with relevant authority through forecast planning, budgeting and total cost of ownership activities. Optimizing the costs of services through a mix of internal and external resources and establishment of strategic service provider partnerships.
- Maintaining the security and integrity of all electronic systems and records of the organization.
- Managing and supervising a team of permanent and temporary staff composed of systems engineers, systems analysts, programmers, help-desk staff and administrative support staff.
REQUIRED QUALIFICATIONS
Education:
An advanced university degree in information systems or related discipline; a second degree in management would be an advantage.
Knowledge:
In-depth knowledge of the technical applications and infrastructure required to provide high calibre services to staff and Members.
Strategic vision for innovation and change, with a proven ability to develop, formulate and implement an agenda for the IT function of the organization.
Proven ability to lead, manage, and motivate a multi-cultural team.
Strong communication skills.
Work Experience:
At least fifteen years of technology leadership with several years of managerial and administrative experience.
Proven results in building and supporting large-scale, robust, flexible and scalable technology solutions.
Experience in an international organization would be an advantage.
Languages:
The WTO has three official working languages, English, French and Spanish. Excellent knowledge of English and French, including an ability to write accurately and quickly is required. Working knowledge of Spanish would be an advantage.
