- Introduction Vocational Education and Training for Accelerated Promotion of Employment (VETAPE) is a European Union funded project that is implemented by a consortium of Save the Children, CARE and CISP. Save the Children is the lead Agency. The project aims to contribute to improved equitable, sustainable and resilient livelihoods for 5,500 disadvantaged youth and women in Puntland, Somaliland and Central/South Somalia and hence reduce their vulnerability through provision of skill trainings linked to functional literacy and employment advisory services.
To be successful, vocational and skills training have to take into consideration the characteristics of national and local labour markets and employability which is commonly defined as a combination of assets and competence. Enhancing the employability of deprived youth, in particular women, is a prerequisite for mitigating the risk of further poverty and marginalization. Consequently, the VETAPE project has been providing demand-driven and employment-focussed skills training that is not only orientated towards the world of work but also emphasises on Entrepreneurship that would enable the target beneficiaries start up their own businesses. Recognizing the fact that entrepreneurship and self-employment is increasingly accepted as an important tool and a useful alternative for job creation and income generation, VETAPE project has underscored entrepreneurship and self-employment as a critical source of new jobs and economic dynamism. Consequently, the project intends to engage a consultant to develop both the training manual and its user guide as well as a study on Private-Public Sector Participation on TVET Sub-sector that will be used be used by the target beneficiaries of the project. The consultant would develop Entrepreneurship training manual and its user guide with contents that help the students to be aware of economic aware of economic opportunities, business environment, identification of project, preparation of business plan, improving motivation for achievement, techniques of enterprise management, self- development techniques, improving precision skill etc. Other objectives are concerned with building self-confidence, opportunity sense sensitivity and analytical skills. The purpose of the training manual is to develop or improve skills that are vitally needed for self -employment as a career. Specifically, the training manual seeks to build the capacity of the TVET trainees to: a) exhibit entrepreneurial behaviour for business success b) perceive and act on business opportunities c) set challenging and attainable business goals d) start and run a new businesses and improve on existing ones e) source and use information for market development f) develop business plans for application to banks g) apply reasonable standards of excellence in their performance h) build up confidence to make effective presentations i) improve interpersonal competence On the other hand, for the TVET to be successful and relevant to the needs of the target beneficiaries, close involvement of the private sector at all levels – from policymaking to being involved in running institutions, is critical and the VETAPE project in collaboration with local partner administration is working closely with the private sector to move forward in transforming this vision into reality. Furthermore, the involvement of the private-public sector in TVET has been recognised by the proposed National Qualification Framework. In 3 economic sectors (construction, hotel / tourism and livestock) private companies together with public and private TVET institutes participate in qualification networks to implement the TVET reform. In light of this, the consultant is also expected to develop a study on modalities of fostering private-public participation in TVET in the context of Somalia/Somaliland. Objectives of Developing Training Manual and User Guide • The development of entrepreneurship training manual and guidelines aims to motivate and equip project beneficiaries, and the potential entrepreneurs to assess their latent entrepreneurial skills, identify business ideas and to formulate business plans with the ultimate objectives of making them start and run new businesses successfully. • Identify and document emergent approaches for integrating Public-Private Partnership for TVET Sector • Prepare an action plan for improved participation of the private sector in the development and management of institutions in Somalia/Somaliland
Specific Objectives
• To develop an Entrepreneurship Training Manual and guideline in TVET in Somaliland/Puntland that will equip young graduates with Entrepreneurship skills to readily access opportunities in the local markets. • To determine the type of Entrepreneurship programme different institutions are offering, including implementing partners • To examine some of the foreseen challenges of integrating Entrepreneurship into the TVET programme • Examine a range of key constraints and barriers to youth entrepreneurship in general and to enterprise start-ups by young people in particular. • Present strategies and tools that make or could make starting a business a more viable alternative and easier for youth. • Assess young trainee’s level of awareness, attraction and involvement with business and enterprise, in order to establish a benchmark of their current attitudes and behaviours with the subject topic. • To prepare detailed Action Plan on the Development and management of TVET institutions through Private sector partnership
- Scope of Work • Desk review of existing Entrepreneurship Training Manual and User Guide. This will involve the collection and compilation of the existing Entrepreneurship materials mainly from ILO and other relevant materials compiled by other partners
• Identification of gaps within the existing Entrepreneurship materials that could be helpful in cultivation of entrepreneurship culture among the youth • Organise and hold discussion forums with key stakeholders to enable them actively participate in designing and laying down strategies to remove obstacles and facilitate implementation of the Entrepreneurship guideline
• Thorough analysis of future integration (Constraints/Challenges and opportunities) of Entrepreneurship in to the TVET programmes • Disseminating the recommendations of the Private-Public Sector Participation in TVET results widely to all the stakeholders. • Undertake training of selected TVET instructors, EPS and TVET unit officials and project staff (EPS officers) on the developed Entrepreneurship Manual and User Guide • Develop Strategies for Enhancing Public-Private Partnership in TVET in the context of Somalia - Methodology Participatory methodologies should be employed throughout the process of developing the Entrepreneurship guideline as deemed by the consultant. The process should also be guided by the following. • Review of secondary data • Interviews with project beneficiaries • Discussion forums with key stakeholders such as TVET host-trainers, trainees, project staff, key ministries such as Ministry of Trade and Industries, Ministry of Labour, Chamber of Commerce, Local Authorities and SMEs
- Outputs/Deliverables • An Entrepreneurship Manual and User Guides that addresses all the aforementioned objectives
• Proceedings Reports for each of the consultations that are part of the process (e.g. discussion forums etc) • A set of milestones (with targets, where appropriate) to ensure that the training manual and its user guide’s implementation is focused, prioritised and that it addresses all the drivers of the employment promotion of the TVET graduates. • Detailed Study dubbed “Public-Private Partnership in TVET sub-sector in Somalia/Somaliland” that (i) identify concerns, issues and challenges related to public-private sector participation in TVET in the context of Somalia; (ii) appreciate the need and importance of public-private partnership in the development and management of educational institutions especially in the TVET sector; (iii) appreciate best practices in public-private partnership in TVET development and management and challenges of meeting the needs today and in the future - Duration of consultancy The consultancy will run for 26 effective days as detailed in the table below. The specific dates/month for executing the consultancy will be jointly agreed between the consultant and SC.
- Required Competencies The following attributes are requirements for the selection of the consultant: • Academic or professional background in TVET, Youth Employment and Entrepreneurship Development or in a discipline relevant to this assignment with a minimum of 5 years experience. • Extensive experience in Entrepreneurial support system and promoting entrepreneurship in TVET system; • Proven capacity in working across the levels of institutions from policy, to legislation and organizations and ability to assess institutional capacity and incentives; • Excellent report writing skills • Excellent analytical skills
- Application Requirements All expressions of interest should include: (i). Cover letter: A short (maximum five pages) letter addressing the consultancy criteria. (ii). Technical Proposal (maximum ten pages) highlighting: brief explanation about the Consultant/s with particular emphasis on previous experience in this kind of work; profile of the Consultant/s to be involved in undertaking the assignment; understanding of the TOR, the task to be accomplished as well as draft plan.
(iii). Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees excluding: accommodation and living costs; transport cost; stationeries, and supplies needed for data collection; costs related to persons that will take part from consortium partners and government authorities during the consultancy, validation workshop. Data collection and data processing costs are on the account of the Consultant. The Consultant should also use his own computer.
