IMA World Health is looking for a CoP for a project in Eastern Congo, located in Goma. This position organizes and coordinates technical, administrative, logistical and managerial support for the successful implementation of projects in Eastern Congo. Provides technical, administrative, and fiscal backstopping, assuring quality, impact and cost effectiveness of the project. Provides leadership and assists in defining the program’s strategic direction. Effectively supports implementation of the project vision; provides guidance and assistance in reporting, documentation and knowledge management; supports evaluation and monitoring and evaluation; identifies opportunities and prepares proposals; and liaises with donors, and partners. Promotes an atmosphere of trust and mutual respect.
Essential Functions:
- Monitor progress of project objectives and maintains regular contact with staff & consultants by e-mail, telephone and regular visits. Address current issues by visiting each field office regularly. Inform the Country Representative of progress, issues, challenges and concerns.
- Responsible for reporting to donors through the monthly, semester and annual reports.
- Responsible for the development of the annual work plan and M&E plan.
- Manage funds and sub-agreements by preparing annual budgets together with field project staff, ensure and supervise regular financial reporting, closely monitor project expenditure and keeps the Country Representative apprised of significant variances.
- Establish leadership and personal credibility and implement and maintain clearly understood chain of authority and accountability with staff and sub-grantees.
- Ensure proper technical capacity of staff and provide Technical Assistance backstopping when required.
- Manage project budget within approved spending levels and ensure accurate and timely financial reports to donor and support office staff.
- Ensure project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations, and support annual auditing procedures.
- Co-sign all checks and transfers from project checking accounts.
- Oversee property and equipment acquisition, disposition, and management in compliance with donor requirements.
- Liaise with host government officials, project partners and other organizations as appropriate,
- Represents the project effectively with US government, national government officials and UN agencies.
- Evaluate program effectiveness and determine corrective action needed to improve goal achievement.
- In the event of new program opportunities becoming available for IMA, will assist IMA New Windsor in proposal and documentation preparation.
- Will provide management and administration leadership and oversight if additional submitted projects are approved and funded.
- Other relevant tasks as assigned by the IMA World Health Vice President of Programs or his/her designate.
Qualifications (Required):
- Masters level degree in health or related field.
- Experience as a project manager working in international health.
- Experience supervising professional and support staff in a multicultural, multi-linguistic environment.
- Demonstrated performance as a decision-maker with excellent interpersonal skills and capable of directing and managing change, inspiring teamwork and high performing teams.
- Demonstrated leadership in working with host country officials from the health, community, NGO/FBO/CBO sectors.
- Ability to speak, read and write French and English.
