In Uganda, WSP is supporting the implementation of the 10 Year Improved Sanitation and. Hygiene Strategy. The strategy calls for the promotion of Hand washing with soap (HWWS) as one of the key actions for demand creation for Sanitation and Hygiene. Hand washing with soap (HWWS) behavior in Uganda is still low and this, along with Safe sanitation coverage remains one of the biggest developmental challenges right from National to District, Sub county and parish levels. The national level of HWWS after visiting the toilet as of June 2010 was 22% (Sector Performance report 2010).
WSP, in partnership with members of the National Sanitation Working Group, which includes Government of Uganda, development partners, private sector, and NGOs, has been part of efforts to promote improved HWWS using Marketing approaches since 2007. WSP is seeking to hire a firm to conduct a Midterm Evaluation of the process, inputs and occurrence of expected changes in HWWS knowledge and behavior in Uganda. Of keen interest will be; the knowledge level and patterns of HWWS behavior at critical times and the effectiveness of communication messages and channels in reaching The findings of this midterm evaluation will be used by government and development partners to establish whether expected results are being met and to decide on the appropriate levels of financial support needed to achieve set National targets.
Objective of the study
The objective of this consultancy is to conduct an evaluation of the campaign's effectiveness in changing behavior of mothers of children under five years within areas of focus; determining the message exposure and recall of the message as well as the cost effectiveness of various channels used. The consultant will also establish knowledge levels and behavioral patterns of Hand washing with soap at critical times. Additionally, the consultant will establish whether there is an enabling environment for promotion of HWWS and coordination effectiveness of partners.
