Terms of Reference: Community Outreach Coordinator, mTrac Project
- Purpose of Consultancy:
UNICEF Uganda is looking for an experienced project manager and communications / campaign specialist with experience working with rural, community based groups to coordinate outreach activities as part of joint initiative of the Ministry of Health, UNICEF and WHO aimed at reducing stock-outs of Artemisinin-based Combination Therapies (ACTs) for treatment of malaria. Outreach will specifically target implementing partners, civil society and community leaders at the sub-District level, and focus on strengthening routine use of project data to promote accountability, good governance and improved service delivery.
The Community Outreach Coordinator will be charged with designing and implementing a strategy to engage community based organizations, civil society and local leaders at the sub-District level as part of the ACT tracking initiative, with a focus on (1) engaging and mobilizing existing community based networks within the context of this project, (2) increasing timely information on service delivery and ACT availability from registered and anonymous reporters, (3) creating vigorous, localized community dialogue around provision of health services (4), and utilizing information to create pressure at strategic points where bottlenecks are occurring to promote operational impact.
The Community Outreach Coordinator will work closely with the Ureport Campaign Manager and the UNICEF ALIVE Team National Advocacy Specialist. As part of this position, the Community Outreach Coordinator will be expected to spend significant time in the field building the capacity of UNICEF partners, ensuring continued and sustained usage of the system and implementing a broad strategy to ensure that reports are utilized and issues visibly addressed at the local level. As part of this campaign, ACT information will be publicized through newspapers, radio, and SMS’s direct to external “channels of influence” (including local government).
Duration: 11 months
The consultant must be comfortable with: 1. engaging civil society, community-based organizations (CBOs) and faith-based organizations (FBOs) at the implementation level, including building their capacity to gather and utilize the data; 2. developing a strategy for effective usage of service delivery and ACT data, focusing on ensuring that reports are directed to appropriate duty bearers and officials at the local level for follow-up; 3. working with government counterparts including Local Government to constructively engage them in the initiative; 4. providing inputs (user stories, photos, videos) for external production of media materials; 5. monitoring the administrative website and supervising activities of the partners (youth, community and faith-based organizations); 6. updating the website regularly with new content; 7. training new partner focal points on how to monitor the website, as needed; 8. conducting monitoring, analysis and evaluation aspects of the project.
Key tasks to be completed: 1. Develop detailed implementation strategy, timeline and budget. 2. Coordinate activities and support with the Ureport Campaign Manager. 3. Conduct outreach with new and potential partners. Provide trainings and routine support to new focal points as necessary. 4. Assist partner organizations to routinely monitor incoming messages and develop plans to integrate information into larger partner work and outreach. This will include daily quality assurance and spot check monitoring of the website, and partner performance. 5. Develop strategy to ensure that data is fed to relevant stakeholders and followed up on; this will include mapping key duty bearers and “channels of influence”, developing mechanisms to feed them relevant data, and creating accountability measures to encourage follow-up. 6. Design and work with UNICEF Communications specialist to implement a sub-national communication campaign across all relevant channels (print, radio, local drama, music, as well as strategies for reaching venues of community activism and dialogue). 7. Provide routine monitoring and support, gather user feedback and work with project team to make modifications to the mobile and web-based tools and implementation strategy. 8. Prepare regular packaged information for program sections within UNICEF, and government partners; provide regular analytic reports to UNICEF. 9. Routinely update content on the website, and develop advocacy and publicity materials as needed. Qualifications or specialized knowledge/experience required for the assignment • at least 3 years progressive experience with demonstrated results as a project manager • experience with a high-level communications campaign across multiple mediums • experience working with community based organizations • experience engaging with political structures, civil society pressure groups, and other channels of national influence • fluency in written English; excellent communication skills • understanding of community-based channels of influence, community-based communication and development, participatory rural appraisal (PRA) methodologies, and/or ethnographic research • knowledge of Ugandan national and local health structures • experience with monitoring and evaluation • at least 2 years of experience in East Africa and lives in region • fluency in at least 1 Ugandan national language It is advantageous for the project manager to have: • previous experience with SMS-based campaigns, mobile phone or other technology applications in Africa • experience working with development actors: donors, UN agencies, government ministries • knowledge of environment in which UNICEF operates, and understanding of the constraints of working in a developing-world environment • be willing to frequently travel (sometimes on short notice) to work with partners in the field, directly with end-users, in sometimes challenging conditions.
