Job summary
The Technical Advisor for TB will be based out of Beira or Chimoio, Mozambique to support the implementation of a new laboratory device called Xpert MTB/RIF, which is a sensitive diagnostic modality to aid in the diagnosis of TB among TB suspects who are sputum smear negative. S/he will assist with the procurement and distribution of Xpert machines in Manica and Sofala provinces, and in the implementation and monitoring of the system to process samples with Xpert. S/he will also supervise the work of 2 assistants, and coordinate activities with operations research staff in Beira and technical advisors in Seattle.
Responsibilities o Oversee the procurement and distribution of Xpert systems to the health facilities that will receive this technology o Become proficient in the technical aspects of Xpert technology, and serve as a mentor and technical backstop for this technology in central Mozambique o Lead the finalization of the clinical algorithm for Xpert testing in Manica and Sofala provinces, in coordination with the National TB and Leprosy Control Program (PNCTL) o Together with provincial clinicians and managers (DPS, DDS, PNCTL, laboratory, and health facility managers), design a system to incorporate Xpert testing into sputum sample workflow processing o Develop and conduct training sessions to train local clinicians in clinical algorithms and integrate Xpert testing into workflow o Develop and conduct training sessions to train local laboratory staff on performing Xpert testing in their facilities o Develop and maintain a system to monitor indicators to track the implementation of the Xpert system o Create reports that describe and disseminate the results of TB REACH activities, that respond to needs of the Stop TB Partnership, HAI, and the PNCTL o Coordinate with operations research staff to develop relevant OR protocols, and support OR studies to improve the efficiency of Xpert testing in Manica and Sofala o Represent HAI at professional meetings and conferences as required
Qualifications o Medical Doctor and/or Masters/Doctorate in Public Health, Epidemiology, or Laboratory Medicine o Two years experience in developing and implementing health programs in resource-poor settings, preferably in the area tuberculosis and/or laboratory diagnostics o Proficiency in data management and experience working with Word, Excel, Access, Power Point, Outlook o Excellent team working skills and knowledge sharing o Excellent oral and written English and Portuguese. o Strong planning and organizational skills, ability to prioritize multiple tasks and to work under pressure. o Excellent interpersonal relations o Knowledge of Mozambique National Health System o Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues; knowledge of the Mozambican culture is a plus o Ability and willingness to travel at least 15% of time.
