Position Description: As a Senior HIV/AIDS Technical Advisor you will be responsible for providing technical guidance toward the management of clinical service cooperative agreements and provide technical assistance to Organization's implementing partners on work plan development and implementation. Liaise with the Organization's staff concerning the coordination and integration of all Organization's Rwanda clinical activities in collaboration with the Prevention, PMTCT and Lab advisors. The Senior HIV/AIDS Technical Advisor will serve as Technical Advisor for PEPFAR Country Operational Plan (COP) planning, budgeting, and implementation, including PEPFAR semi-annual and annual progress reports. Assist with TB/HIV programming during COP planning, implementation and evaluation. The Senior HIV/AIDS Technical Advisor will assist the Transition process of Track 1.0 grants to local entities. Together with the Ministry of Health, serve as co-chair for the Transition Task Force. Define and design technical assistance needed to build the capacity of local entities to absorb the Track 1.0 grants. Interact with Organization's Atlanta office and other TA providers to offer support to MOH. Will also be responsible for technically supporting the Ministry of Health for programmatic and financial management of the transitioned Track1.0 grants. Provide technical expertise for planning, budgeting and monitoring of transitioned activities. Coordinate the regular assessments of transitioned sites and to serve as team leader or the analysis and dissemination of the data. Negotiate with Ministry of Health and implementing partners the criteria for selection of sites to be transitioned. The HIV/AIDS Technical Advisor will also serve as a technical expert to assist the Government of Rwanda to develop policy guidelines and tools in collaboration with TB, HIV and Laboratory experts in Ministry of Health, the Treatment and Research Center for HIV/AIDS, Malaria, Tuberculosis and Other Infectious Diseases (TRAC Plus), and other PEPFAR implementing partners.
List of Responsibilities: 1. Provide technical guidance for the coordination of Organization's activities around activity management with PEPFAR implementing partners and the Government of Rwanda, including cooperative agreements and work plans for clinical services.

Support the Ministry of Health and implementing partners with local human capacity development. Provide technical advice, applied training, and direction on the implementation and application of HIV and TB clinical services.

Work closely with UGS PEPFAR, the Ministry of Health and Implementing Partners to ensure coordination on integration and linkages of facility-based care with community based activities.

Provide technical assistance to TB, HIV, and Laboratory programs to develop and monitor quality assurance tools to ensure the highest quality services possible. Assist related Technical Working Groups with the integration of HIV services and TB.

Provide guidance to the national working groups on HIV, TB, and other Opportunistic Infection affecting PLHIV, by identifying and following up on key issues, including those related to policy and implementation for action by the PEPFAR program in Rwanda.

Assist the USG technical working group with COP planning, implementation and evaluation for all clinical services.
Salary Grade: Varies upon experience (GS Schedule)
Minimum Qualifications: -M.D. or Ph.D equivalent in Public Health, Social Services or a related field, plus five minimum years work experience with HIV programs, and at least 2 years work experience in Africa
-At least 5 years previous experience in coordination, team leadership or management of HIV/AIDS programs in public health preferred (e.g. coordinating regional/multi-site activities); at least 3 years experience with PEPFAR programs preferred.
-Must be able to coordinate complex projects with multiple partners including donors' agencies.
-Must possess excellent interpersonal and management skills and abilities to deal with the unexpected.
-Must demonstrate in-depth knowledge of the area of HIV/AIDS and Tuberculosis programs.
-Proficiency in French preferred but not required, fluent in English speaking and writing required.
