REVIEW AND DEVELOPMENT OF CHECKLISTS AND TOOLS FOR GENDER
RESPONSIVE NATIONAL AND SECTOR PLANNING AND BUDGETING
UN Women Tanzania is supporting the Government of the United Republic of Tanzania to mainstream gender in its budgeting system by enhancing accountability for gender equality and women’s empowerment; deepening understanding of decision makers and national partners of effective uses of gender responsive budgeting (GRB) tools and strategies; and strengthening country capacity to institutionalize the application of GRB in the context of the aid effectiveness agenda. UN Women in Tanzania is seeking to recruit a consultant to review and develop relevant planning and budgeting tools. The consultant will work directly with the UN Women office in Tanzania and the core team of Government Officials of the GRB programme.
Some of the Specific Duties and Responsibilties:
Review Medium Term Strategic Planning Budgeting Manual and the Medium Term Strategic Planning Budgeting Manual for Regional Secretariat and Local Government to incorporate gender issues. Identify changes that need to be made in the current budgeting processes, tools, mechanisms and frameworks in Tanzania to better respond to gender equality.
Identify in the GBS in general, gender equity gaps and suggest how to address them; gender gaps in pertinent national policies in the selected MDAs; strategic plans; plans of actions, MTEFs, PAFs, expenditures during the past 2 fiscal years;
Review, from a gender perspective relevant mechanisms, tools (including planning and budgeting softwares), frameworks, reports, guidelines, checklists, criterion, pertinent statistics, targets, revenue status, budget analysis –allocations etc.., public expenditures, budget execution, tracking, monitoring, evaluation and reporting. Identify entry points for gender mainstreaming in budgeting processes.
Qualifications and Experience:
A Master’s degree in Social Sciences or other relevant discipline with at least 5 years experience in Gender related work. Proven track record in research in the field of Gender and Economics; and in-depth knowledge of Qualitative Research Method. Fluent in English and Kiswahili.
