General information
The Finance and Management Information Section (FMIS) is part of the Corporate Services Division. The division is responsible for a wide range of corporate services comprising financial management, information technology, procurement, facilities managements, office services, conference and printing services as well as the offices in New York and Geneva
The Finance Section provides financial and management accounting services to the Secretariat. The section prepares budgets and financial statements for all of the Secretariat’s funds. It manages payroll, pensions, accounts receivable, accounts payable, and the travel functions of the Secretariat. It is also responsible for the management of financial systems and risk and provision of financial information to the Secretariat’s management and governing bodies.
Job summary
The Head of Finance is responsible for managing the FMIS Section and is accountable for the accurate, reliable and timely preparation of the Secretariat’s accounting statements and the provision of value adding professional and strategic advice to the internal customers of FMIS.
Task description
The post-holder:
- Promotes sound financial management by ensuring adherence and compliance with International Public Sector Accounting Standards (IPSAS);
- Oversees and ensures the soundness of the Secretariat’s financial policies, systems and processes and seeks continuous improvement and cost-effectiveness in the delivery of financial services;
- Provides an effective framework for financial management and reporting;
- Is responsible for all aspects of financial reporting required in the Secretariat; oversees and manages budgeting and forecasting, internal tax, revenues, travel, pension and payroll issues;
- Provides leadership and management of the finance function;
- Manages the implementation of people management policies to recruit and manage highly qualified staff; deal with disciplinary and grievance issues, employee engagement, and training and development;
- Through Director CSD and Assistant Secretary-General as required, advises Management Committee, Deputy Secretaries-General (DSGs), Assistant Secretary-General (ASG) and Directors on financial programmes and budgetary matters;
- Liaises with Human Resources on implementation of HQ and overseas staff terms and conditions of service;
- Controls the Financial Accounting matters of the Commonwealth Youth Programme Regional Centres, the New York Office, the Geneva Office and other project centres abroad;
- Maintains relationships with local and overseas banks, statutory authorities, auditors, and other relevant financial parties involved in provision of financial services of and to the Secretariat;
- Recommends and drives through changes that continually improve service, efficiency and information for decision making and clarity;
- Performs any other duties as may be required from time to time.
