IRC’s Community-Driven Reconstruction program in DRC, a program called “Tuungane”, meaning “let’s unite” in Swahili, is the largest of its kind within the IRC network globally and will support approximately 1800 villages in the east of the country. It seeks to empower communities to have a greater voice and control over their own development. With a budget of 140 million USD, this seven-year program aims to support 2.6 million beneficiaries to improve socio-economic conditions and increase understanding of and demand for good governance. The current program will continue through 2014.
SCOPE OF WORK: The Evaluation Quality Manager will support a major research project investigating the impact of one of the region’s largest community development projects. He or she will be responsible for liaising between the IRC team implementing the program and the research team leading the research design, Columbia University, to support quality integration of research variables into program delivery. This will include piloting tools and instruments integrated into the program that support the research objectives, training field staff, assisting and monitoring data collection at the grassroots level throughout Eastern DRC, conducting basic data analysis and writing up results. The Evaluation Quality Manager will work under the direct supervision of the Tuungane Research and Evaluation Advisor based in Bukavu. He or she will also have a secondary technical reporting line to the Center for the Study of Development Strategies at Columbia University.
Main objectives of the position are: • Support the processes of integrating the collection of quality data required for the research variables into program implementation; • Assuring the program processes will produce the quality of data necessary to support the chosen aspects of research; • Working with the program’s academic evaluation partner Columbia University, IRC’s Research, Monitoring & Evaluation team, an IRC’s field team to support the program’s impact evaluation.
RESPONSIBILITIES: 1. Lead the appropriate integration of Tuungane Phase II research variations into program implementation 2. In collaboration with CDR Quality Teams, ensure that implementation of variations meets research technical requirements while upholding overall program needs and quality. 3. Contribute to the design of data collection, reporting tools that integrate effectively with program implementation including its human resource, logistical, technical and administrative needs 4. Support IRC field staff capacity to integrate research variations into program implementation, including organizing and leading trainings, workshops and in-field oversight, 5. Pilot tools and evaluation measures, monitor the quality of data collected by field teams, recommend and carry out adjustments to tools to ensure both data quality and effective program implementation 6. Perform data collation and analysis, database development for data consolidation and analysis into a main database 7. Produce evaluation progress reports
REQUIREMENTS:
• Bachelor’s degree minimum; Master’s degree preferred
• Minimum two years of experience in the implementation of a development program, preferably in a post-conflict context • Minimum one-year experience supporting field research and data gathering, in the context of implementing a development program • Technical skills in data manipulation and analysis , quantitative methods • Superior computer skills in both PC/Mac platforms, knowledge of Microsoft Office applications with proficiency in Excel, and knowledge of Stata • Ability to prioritize and follow through on multiple tasks in complex work environment • Outstanding interpersonal skills, verbal and written communication in a multi-cultural environment • Willingness to travel frequently to remote areas of DRC • Full fluency in French and English
WORK ENVIRNOMENT: This is an unaccompanied post based in Bukavu, South Kivu, with frequent travel to other program sites. Comfortable and secure shared housing, workspace and internet connectvity is provided by IRC. The current security situation in Eastern DR Congo is unpredictable and complex, but all possible measures are taken by IRC to ensure staff safety and security.
