Camp Shelter/ Malaria Protection Co-ordinator - Horn of Africa

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

The Shelter Malaria Protection Co-ordinator for the Horn of Africa emergency programmes will work as part of a MENTOR technical team with other specialism’s including malaria case management, vector control, malaria prevention, and IEC/BCC. This post will work with MoH, UNHCR, other UN agencies, NGO and FBO teams to ensure help ensure that all vulnerable IDP and refugee populations in target areas, have access to shelter that provides protection against mosquitoes and other disease vectors or nuisance insects. This will be achieved through a combination of direct work in north east Kenya, support missions and distance technical advice and direction for partners in Somalia and Ethiopia.

The responsibilities of this post include the following.

• Ensure the compliance of The MENTOR Initiative in Horn of Africa (HoA) Emergency Response Programmes for all grant contract obligations related to delivering technical and operational capacity building of shelter agencies and camp management teams , and direct interventions for achieving protection from insects (disease vectors and nuisance insects) for people living in temporary shelter using insecticide treated plastic sheeting.

Kenya: • Work with UNHCR and other partners to assess the need for insecticide treated plastic sheeting in Dadaab refugee camps in Kenya. • Work with MoH, UNICEF and others to assess the need for ITPS to provide shelter for Kenyan IDPs in the event of flood displacement. • Provide technical training for UNHCR implementing partners in Dadaab camps; and MoH and others working with IDPs in NE Kenya, to ensure the effective use of insecticide treated plastic sheeting (ITPS) for shelter and latrine construction. • Manage the donation and distribution of ITPS to partners and provide on site technical support to help ensure co-ordinated and effective shelter construction with ITPS for new refugee camp areas/refugees in Kenya. • Ensure basic mapping of all ITPS distributed in Kenya. • Provide technical information and advise to partners concerning general vector control management in camp settings (including surface water and waste management, latrine design etc).

Somalia: • Work with UNICEF, Global Fund, MoH implementing partners (NGOs, community groups and others) to assess local information concerning emergency protective shelter needs in Somalia in the event of population displacement resulting from flooding, conflict or other causes. • Work with UNICEF and other international logistics partners to manage the air or ground delivery of ITPS to displaced communities, for their use in shelter construction. • Ensure basic mapping of all ITPS distributed in Somalia.

Ethiopia: • Work with Ethiopia based partners (operational agencies and donors) to help assess temporary shelter needs for Somalia refugees or Ethiopian IDPs displaced by the HoA emergency. • Provide technical information and advise to shelter agencies and camp management organisation concerning the procurement, handling and use of ITPS and other camp management approaches for vector and nuisance insect control. • Where needed, provide technical training support to camp partners planning on using ITPS or other recommended vector control interventions.

General IRS Logistics: 

• Responsible for ensuring (working with the programme logisticians) appropriate handling and storage of all ITPS, related shelter materials and equipment. • Responsible for ensuring that logisticians are trained in the safe handling and transportation of ITPS. • Responsible for ensuring that targeted shelter programmes receive adequate logistical support for transport. • Work with the logistics team to ensure that storage, loan and provision of MENTOR equipment and materials to health partners in related programme areas is supervised and recorded.

General:

• Manage related human resources in co-ordination with the PM. • Work with the IEC/BCC co-ordinator to ensure a package of simple and clear IEC is provided to all ITPS recipients. • Work closely with the IRS Co-ordinator to plan any combined activities for camps. • Become competent with IRS planning, implementation and monitoring activities and where needed work under the guidance of the IRS co-ordinator to manage additional IRS campaigns (in agreement with the PM) when needed. • Ensure that ITPS shelter/camp partners are trained in ITPS IEC and basic monitoring of ITPS acceptability amongst displaced communities. • Represent The MENTOR Initiative at relevant interagency camp shelter meetings. • Assist in the creation of viable new proposals and budgets in liaison with the HoA PM. • Maintain up to date information on the status of all relevant programme areas, particularly with respect to statistical information demonstrating progress towards programme goals. • Preparation of relevant medical sections for weekly, monthly, and other ad hoc reports • Participation of relevant medical sections in weekly or more frequent planning meetings. • Development of relevant medical sections in other reporting required by grant contracts. • Support the HoA PM in assessment missions when required. • Any other duties as may be assigned by the PM and agreed with the Director.

Job Specification • Essential: • Masters in subject area • At least 3 years field experience in a similar environment • Experience of distributing and handling insecticide treated materials • Proven capacity to train others • Flexible and willing to learn • Practical, hands on approach
