UN WOMEN: PROGRAMME AND REPORTING SPECIALIST

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Fund for Gender Equality, a grantmaking Fund of UN Women is a $68 million, multi-donor initiative designed to advance innovative, high-impact programmes that focus on women's economic and political empowerment at local and national levels, in line with national development plans and priorities. Launched in December 2008 with an initial contribution of EUR 50 million (US$65 million) from the Government of Spain, and subsequently joined by the government of Norway, the Fund for Gender Equality provides grants on a competitive basis to civil society and governmental partners in Africa, Asia and the Pacific, the Arab States, Latin America and the Caribbean, Central and Eastern Europe, and the Commonwealth of Independent States. The Fund is unique in its focus on supporting partners to turn local and national laws and policies into tangible gains for women's rights.

The Fund provides two types of support: Catalytic Grants, designed to foster strategic partnerships to catalyze the development of gender equality plans and policies. Implementation Grants are designed specifically to advance the implementation of agreed-upon gender equality laws and policies.

The Fund for Gender Equality is managed by the UN Women and is guided by a Steering Committee composed of donor, UN and other multilateral agencies and civil society organizations' representatives. A Technical Committee, composed of experts in women's economic and political empowerment from every region of the world, reviews proposals and makes recommendations for funding to the Steering Committee.

Rationale

The Fund for Gender Equality (FGE) seeks to hire the position of Programme and Reporting Specialist, as reflected in the founding Programme Document of the Fund (PRODOC). In its Development Results Framework, the Fund set ambitious and forward-thinking goals to significantly advance implementation of gender equality laws and policies and strengthen gender equality advocates in government and civil society to deliver real gains for women. A successful and competitive grantmaking and reporting process is central to achieving these goals by funding the world's most innovative and high-impact grant programmes and communicating their results. This position is fundamental for carrying forward that vision in alignment with UN Women's goals set out in UN WOMEN's Strategic Plan.
The Programme and Reporting Specialist will:
  • Lead the results-based reporting of the Fund's grantmaking programme at global levels and in alignment with UN Women's Strategic Planning goals and indicators.
  • Provide general programmatic and reporting support to the Fund's management including to the Fund's communication and resource mobilization plans.
  • Provide support to the overall grantmaking and review process resulting from the Fund's yearly Call for Proposals.

Duties and Responsibilities

Under the supervision and guidance of the UN Women Fund for Gender Equality Programme Fund Chief, the Programme and Reporting Specialist will be responsible for leading the results based reporting for the Fund's grantmaking at global levels, including aggregating results from monitoring reports under thematic indicators aligned to the UN Women Strategic Plan, working with the Deputy of the Fund for Gender Equality in charge of monitoring and the Sub-Regional and Country Offices in the Field to support the management of results from the grants on the ground, incorporating the FGE results into the larger annual reporting for UN Women, and producing high quality communications products based on those reports.
The Programme and Reporting Specialist will provide reporting and communications support to the overall programmes of the Fund, including the production and editing of grantee profiles, donor reports, fact sheets and other information efforts by the Fund. The Programme and Reporting Specialist will also support the management of the review and grantmaking process, including the launching of the Call for Proposals yearly and coordination of the Technical Committee (TC) network in charge of reviewing and assessing grant applications for the Fund for Gender Equality, including aggregating quantitative and qualitative assessments and scores from TC members of grant applications. Finally, the Programme and Reporting Specialist will also provide key technical and programmatic support to the Chief of the Fund and the Fund's results based communication and resource mobilization functions, and oversight and quality control that follow UNDP/UN WOMEN administrative and financial Procedures.
Results Based Reporting of the Grantmaking Programme:
  • Aggregate results from grantee monitoring reports at global levels under thematic indicators aligned to UN Women's Strategic Plan targets and indicators.
  • Incorporate grantee results into the larger annual reporting for UN Women.
  • Produce high quality communications products based on local, national, regional and global grant reports and FGE evaluations, including fact sheets, donor reports, grantee profiles, etc.
  • Extract critical lessons learned and good practices from monitoring reports and identifying potential areas for further research, communication strategies and/or resource mobilization campaigns.
  • Prepare substantive briefs on FGE grantees for donors and other constituencies of UN Women.
  • Undertake and/or commission thorough research to identify regional and thematic trends, contribute to knowledge about the field of gender equality, and inform grantmaking priorities, strategies and lessons learned.
  • Carry out research on specific topics, when needed, in support of knowledge sharing and capacity development efforts.
  • Track cutting-edge developments, tools and emerging or good practices in the fields of women's leadership and political and economic rights and empowerment, grantmaking and gender equality.
  • Ensure effective management of the Fund's programme within the thematic/sectoral areas assigned, focusing on quality control from formulation to implementation of the grantmaking programme.
  • Participate in and/or represent the Fund in internal and external Committees, inter agency Task Forces, grantmaking forums, and other functions.
General programmatic and reporting support to the Fund's management including to the Fund's communication and resource mobilization plans:
  • In collaboration with the Communications Specialist, support the development of a dissemination plan for grant application and related materials, including outreach to strategic networks to increase the innovation of the applicants pool.
  • Develop external/public programmatic guidance, including Call for Proposals, Concept Note, and online Frequently Asked Questions during launching, review, grantmaking and monitoring and evaluation cycles.
  • Contribute to the realization of the resource mobilization target.
  • Collaborate with KM&IS Specialist and UN WOMEN Communications Section to ensure website programme information and external communication is current.
  • Support the Fund's Communication Specialist through direct engagement with grant recipients to gather knowledge products, media, etc. and ensure that communications accurately reflect grant programmes.
  • Support the realization, editing and production of the Fund's internal and external materials.
Support to the overall grantmaking and review process resulting from the Fund's yearly Call for Proposals:
  • Support the implementation of the overall grantmaking programme, in alignment with the UN WOMEN corporate strategy and the mandate of the FGE Steering Committee, and based on best practices from UN Multidonor Trust Funds (MDTFs), financing for gender equality, philanthropy and women's empowerment.
  • Support the design and execution of grantmaking systems to facilitate high-volume, multi-lingual and regionally and context-based application review, including the design of assessment criteria based on Steering Committee and UN Women Strategic Planning guidance.
  • Coordination of the Fund's Technical Committee (TC) (regional experts in economic and political empowerment in charge of assessment of applications), including all administrative aspects related to the hiring of TC consultants, coordination of the TC nomination process, training and supporting their use of the online database system, compiling and analyzing their inputs during the grantmaking review, aggregating quantitative and qualitative assessments and scores emanating from their reviews, and deploying statistically-sound scoring and ranking procedures.
  • During grant review, facilitate communication with UN WOMEN Headquarters and Sub-regional Offices (SROs) and Country Programme Offices (CPOs), relevant Thematic Advisors, and Geo Sections' focal points to gather input on grantmaking priorities and regional strategies in alignment with UN Women Strategic Plan and to ensure harmonization and alignment with national, regional and UNCT priorities.
  • Oversee external consultants as needed for grant review, translation, technical assistance for database use during grant review, etc.
  • Collaborate with Knowledge Management and Information Systems (KM & IS) Specialist to update online grant application and grants database.
  • Support the FGE yearly assessments and evaluations of Fund's processes and compile lessons learned, best practices and results to increase the Fund's efficiency and efficacy.
  • Provide support to the monitoring and reporting specialists in the field for their provision to grantees of technical assistance to potential grant applicants to support the completion of applications, including Concept Notes and Full-Fledged Proposals, to ensure compliance with Fund's policies and use of application technologies.
  • Systematize internal grantmaking practices, including compilation of procedures and policies feeding into the larger UN Women grantmaking policies and manual.
  • Contribute to the coordination and alignment of grantmaking procedures with UN WOMEN grantmaking programmes including the United Nations Trust Fund to End Violence Against Women (Managed by UN Women).

Required Skills and Experience

Academic Qualifications:

  • Masters degree (or equivalent) in Gender Studies/Issues and/or Women's Rights, Political Science, International Development Studies, Sociology, or related field.

Experience:

  • Five years of relevant work experience in gender equality, women's empowerment, and/or international development issues.
  • Experience working with multilateral organizations, foundations and/or women's funds engaged in funding for women's empowerment and gender equality.
  • Proven track record in the field of grantmaking and grants management.
  • Strong experience and/or background in the fields of reporting and/or communications.
  • Knowledge of and experience working on women's economic and political empowerment, women's human rights, and gender equality.
  • Experience working with databases highly desirable.
  • Experience with independent research, statistical analysis and/or survey design a plus.
  • Experience in the United Nations, a governmental, other multilateral or civil society organizations focused on international development and/or global philanthropy highly desirable.

Language Requirements:

  • Fluency in English is required.
  • Knowledge in other UN official language is desirable.
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
