Job Title: Project Coordinator (Food Security & Livelihoods)
Reports to: Programme Manager- FIM
Job Location: Aweil , Nyamlel with extensive travel to field and State headquarter
Contract Details: 1 year unaccompanied, Grade A
Job Purpose: To provide technical and programmatic support to the Southern Sudan Food Security and Livelihoods programme team and together with the team ensure programme quality is achieved and required technical support to the field is provided; as well as build the capacity of the national counterpart, this will include developing programme proposals in line with Concern policies and guidelines and based on the PCMS. The project coordinator will primarily lead on the expected OFDA supported project delivery, quality and reporting.
Main duties & Responsibilities The Project Coordinator will discharge the following main duties and responsibilities and will be directly answerable to the Programme Manager (FIM):
Programme Coordination: •Lead on effective coordination between different sub-sectoral interventions e.g. agriculture, livestock, small & micro enterprise development etc. •Coordinate with systems staff that they are fully in line with programme requirements including transport, finance, HR/ admin and safety issues - in line with organisational policy and best practice. •Ensure proper coordination mechanism is established with different LGA actors for quality and timely support is provided to the beneficiaries e.g. vaccination •Support and represent (when needed) the Programme Manager for effective coordination with various stakeholders at different County and State levels.
Programme Management: •Lead on implementation of OFDA funded project •Take on an active role in the FIM programme management team in contributing the overall programme direction in line with the Country annual Plan and relevant policies & strategies of Concern Worldwide. •Ensure projects are managed in line with proposals, approved budgets and timelines. •Ensure development of clear Project Implementation Plans for each project. •Lead on conducting rapid or complete Household Economy and /or Food Security Analysis as part of context analysis, whenever required. •Support Programme Manager to set SMART targets for all the staff in line with the implementation plans. •Provide technical and managerial support to the Project Manager and Technical Officers to deliver on their targets. •Manage budgets to the required standards when delegated. •Ensure timely and quality documentation and reporting of the project interventions as per the requirements of the donors and senior management. •Support Programme Manager for development of Project Concept Notes and the subsequent development of proposals and budgets related to food/livelihood security in line with the PCM system, donor guidelines and relevant Concern strategies. •Seek out/source needed technical support towards successful implementation of the projects maintaining the needed quality. •Continually monitor the external environment, propose adjustments to programme plans or new interventions as necessary in light of the changing external environment. •Coordinate monitoring and evaluation activities with the M&E unit and support to develop monitoring systems which provide timely, accurate, disaggregated information on impact and involve all stakeholders in their development and use. •Actively participate in mainstreaming accountability while developing programme proposals.
•Support the ACDP and PM in the mainstreaming of Gender and Equality, Disaster Risk Response (DRR) and HIV and AIDS across the FIM programme.
Capacity Building: •Manage the technical officers through a phased capacity building approach. •Encourage staff development through provision of appropriate training and mentoring, and objective setting and performance appraisal for direct reports. •Provide leadership and on job training to the national technical officers, through effective transfer of skills in programme development and programme. •Encourage innovation and learning and ensure that lessons learned are documented shared (within and outside of Concern), and encourage wider application of such learning where appropriate. •Undertake any other related duties as may be assigned by the PM.
Person specification: Essential: •Master’s level qualification in agriculture (specifically extension) management, rural development, economics with direct project implementation experience •At least 3 years relevant project management experience in Food Security and Livelihoods with a reputable international NGO, with good knowledge of agriculture, rural development. •Demonstrated experience in project cycle management, Equality, HIV and AIDS, and Mainstreaming approaches, preferably in protracted humanitarian context •Practical knowledge of Household Economy Analysis or Food Security Analysis. •Strong management skills in programming, project management (including budgets), and proposal development •Strong planning, monitoring and organisational skills with proven programme planning and emergency management and development experience as well •In depth knowledge and experience in budgeting, monitoring expenditure with the use of various management and accounting tools •Knowledge and experience in a range of participatory and gender sensitive approaches •Very strong analytically and excellent proposal and report writing skills, with close attention to detail •Excellent communication, networking and persuasion skills, good mentoring experience. •Knowledge of computer applications i.e. Microsoft word, Excel. •Fluent in written and spoken English
Desirable:
•Familiarity with pastoral agriculture and economy •Familiarity with humanitarian law and principles of humanitarian action (international code of conduct and humanitarian charter). •Familiarity with Sphere guidelines and people in aid code of best practice. •Knowledge of Humanitarian Accountability Principles •Experience of working in post conflict environment, particularly in Africa. •Previous international experience •Self motivated, progressive and proactive. •Cross cultural awareness and sensitivity. •Empathy with Concern’s goals and a commitment to capacity building, protection and participation. •Good communication and training / facilitation and capacity building skills. •Good organisation and management skills including monitoring and evaluation. Experience of con ducting and analysing nutrition surveys •Ability to work on own initiative and as part of a team. •Flexible and adaptable to a changing environment. •Ability to work under pressure often to strict deadlines.
