The preferred candidate should bring a professional demeanor and an ability to represent the organization to external partners and clients, have the capacity to articulate well the organization’s mission and technical capacities, and handle confidential information with sensitivity and integrity. The Specialist must have knowledge of the US Government and/or other global health donor procurement systems and be able to apply that knowledge to proposal development work. The candidate will be a self-starter, capable of working well in both team environments and independently with minimal instruction to manage deliverables under tight deadlines. Incumbents do not exercise formal supervisory responsibilities, but may provide instructions and training to less experienced staff members.
This position reports to a Program Development Manager or Senior Program Development Manager.
ESSENTIAL FUNCTIONS
• Assists with the monitoring, tracking, and forecasting of funding opportunities.
• Participates in the decision-making process regarding which program development opportunities to pursue.
• Reviews calls for proposals and assists proposal managers with determining requirements.
• Under the mentorship of others on the team, coordinates key aspects of the proposal development process.
• Supports proposal teams by monitoring proposal calendar and deadlines.
• Reviews proposal information and creates charts and tables to represent that information, including organizational charts and various matrices that represent staff’s skills.
• Completes supporting proposal documents with little oversight and need for revisions.
• Liaises with partner organizations on the exchange of documents needed for proposals, including what is required and the correct format to be followed.
• Contributes to the development of proposal budgets by calculating new staff and consultant daily rates and determining appropriate staff salaries using IntraHealth guidelines and FSN pay scales.
• Collaborates with consultants and potential staff to obtain current CVs and biodatas; liaises with Contracts Unit to approve consultant rates; reviews consultant scopes of work and hiring letters; and processes invoices and check requests.
• Tailors job descriptions for proposed positions, in accordance with staffing and management plans developed for each proposal.
• Edits and revises resumes of personnel to be bid on proposals, verifying information and salary histories provided.
• Formats documents electronically and edits selected proposal components; collects, collates, and checks proposal elements, including assembling and photocopying.
• Conducts program development or other research as needed and requested.
• Represents IntraHealth to an array of external clients and stakeholders, such as partner agencies and technical consultants.
• Contributes to organizational knowledge management by sharing relevant documents on internal websites.
