Position Summary: The Evaluation Specialist will lead a final evaluation of MSI’s community stabilization project in Eastern DRC. Since 2009, MSI has managed the Promoting Stabilization and Community Reintegration Project (PSCRP), which assists in transforming the conflict drivers and dynamics and fosters community recovery in eastern Congo. Through community-led development groups, MSI supports the rebuilding of community priorities such as health clinics and schools while reintegrating marginalized people back into community life. Through grant-making and targeted training, MSI is building the capacity of local organizations and NGOs to support community-level initiatives and mitigate and resolve conflict. The evaluation will build upon a recent external evaluation conducted of the project. It will assess the transferability of successful project elements to other provinces in the DRC as well as the contribution of this community-based project to the eastern DRC stabilization agenda. The Evaluation Specialist will be based in Goma, DRC and will work closely with the project staff and project stakeholders. S/he will design the evaluation approach, lead the evaluation, interact with the USAID Mission to present initial findings and develop a final evaluation report. The period of performance is one month and s/he will report to the Project COP. This will be a 4 to 6 week consultancy position based in Goma, DRC, taking place in September 2011 Duties: • Design the methodology and approach for the final evaluation; • Develop data collection instruments including questionnaires and interview guides; • Work closely with the project staff to conduct the final evaluation; • Interface with the USAID Mission to present initial findings; • Conduct interviews with project staff, stakeholders and project beneficiaries as part of the evaluation field work; • Conduct data analysis and develop the final evaluation report for review by the project and USAID.
Qualifications:
• 7+ years of experience in leading international qualitative and quantitative evaluations; • Professional-level French required; • Previous experience working and conducting evaluations in post-conflict or fragile States; • Previous experience working in DRC preferred; • Ability to travel throughout North and South Kivu; • Demonstrated analytic and writing skills, including previous experience writing evaluation reports for international donors; • Knowledge of crisis and stabilization programs, preferably USAID-funded; • Excellent communication and interpersonal skills; • Masters or PhD in social sciences strongly preferred.
