South Sudan, which becomes an independent nation on 9. July 2011, is still trying to recover from decades of civil war. The country is still heavily contaminated with mines and ERW and the widespread availability of small arms continue to undermine the region’s peace and security. There is also an on-going humanitarian crisis in South Sudan – and communities are still trying to recover from the years of social turmoil in which everyone was either a refugee or an IDP at some point.
Danish Demining Group (DDG) aims to position itself at the ‘cutting edge’ of human security programming in Southern Sudan.
By working ever closer with its sister organisation, Danish Refugee Council, the vision is one in which integrated Mine Action, Armed Violence Reduction (AVR) and general recovery and development services can be offered to communities and donors and in support of building the world’s newest nation.
Being a rights-based NGO and recognising the intense competition for funding, DDG aims to be at the forefront of people-centred humanitarian mine action, constantly looking for opportunities to be innovative, demonstrate best practice and to ‘add value’.
DDG’s Southern Sudan programme is potentially an exciting place to work, but the programme needs TAs and other international staff who are flexible, in tune with capacity building approaches, interested in supporting other sectors (e.g. Armed Violence Reduction) when needed, and supportive of agency-wide initiatives such as Gender, Age and Diversity and socio-economic Impact Monitoring.
The TA role in Southern Sudan is therefore more than just that of an ‘advisor’.
REPORTING
The TA reports to the Operations Manager. Team leaders and other field staff will report to designated TAs for defined periods and deployments.
GENERAL RESPONSIBILITIES
The Technical Advisor has the primary function of providing technical advice to the national staff under his/her responsibility. The purpose of providing this technical advice is to develop the capacity and technical knowledge of the national staff within DDG. The objective of building technical knowledge and capacity within the national staff is to ensure that the correct and safe Mine Action practices are followed and sustainable supervision and management capacity is developed within the organisation.
It is important that the TA does not take over tasks and responsibilities of the national staff under his/her supervision, but rather monitors and ensures that these tasks and responsibilities are carried out correctly, efficiently and effectively. The TA is to develop staff capacity.
Since mid 2010, DDG has also been building the technical and organisational capacity of OLAVS, a national mine action NGO and the TAs are also involved in training and mentoring of OLAVS field staff.
Operational Responsibilities
The TA will have direct responsibility and accountability for the operational assets allocated to him/her. These responsibilities cover the following activities:
• Mine Action Operations
• Monitor and supervise the following functions for field deployments a. Logistics b. Admin and HR c. Reporting • Other tasks as directed by OM/PM
Operations
The TA is responsible for all operational aspects of his/her assets including the following
• Daily management and supervision of the operational activity
• Planning, monitoring and evaluation of all MA activities including: a. Assist the OM in the planning and tasking of operational assets b. The deployment of operational assets c. The monitoring of procedures and quality assurance of operations • Ensure that priorities set by the programme, UNMAO and SSDC are met and the requirements of the donors and beneficiaries are taken into consideration
• Mentor, manage, monitor and supervise the national staff ensuring that they carry out their duties in a responsible manner in accordance with SOPs and their job description
• Monitor and analyse productivity and report back with recommendations for improvement
• Deliver and monitor where applicable training to build capacity within the national staff in consultation with the Operations Manager.
• Internal quality assurance of EOD teams and providing corrective action where necessary.
• Implement security measures in accordance with the security plan and coordinate with the OM/ PM.
• Support capacity building of local NGO partners through training and mentoring
Logistics
The TA is to ensure the logistic requirements for his/her assigned assets are planned for and correctly managed. Specifics are as follows:
• Ensure serviceability of equipment for assigned tasks.
• Ensure replacement of defective equipment for assigned tasks
• Ensure long term planning for equipment that has expiry restrictions
• Follow up on requisitions to HQ for his/her assigned tasks
• Ensure damage and losses are reported correctly
• Ensure logistic procedures between the field and HQ are being followed.
• Be the Logistic focal point to coordinate with the Logistics Manager in HQ for his /her assigned tasks
• Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment
Admin / HR
The TA is responsible for monitoring various aspects of admin and HR of his/her operational assets including the following:
• Discipline and welfare of assigned staff including Code of Conduct, absenteeism and determine the root cause and effect on operations.
• Ensure correct staff levels are maintained for tasks
• Identify staff that have potential for advancement and make recommendations to the OM
• Conduct annual appraisal of staff as directed by the OM
Finance
The TA is to monitor the financial aspects of his her operations with the following responsibilities.
• Ensure correct financial procedure are followed at field level
• Verify and sign all field vouchers and payments at field level
• Monitor operational expenditure at field level
Reporting
The TA is responsible for the following reports:
• Weekly progress reports to the OM
• QA reports to the OM
• All task specific documentation in accordance with SOPs
Other
• Liaise with local authority, MA authority and other organisations where applicable
• Development and security in their assigned areas
• Additional tasks as directed by the OM/PM within their areas of competency
QUALIFICATIONS
• Substantial documented professional Technical experience in mine action
• A minimum of EOD Level 3
• Experience – or interest in - humanitarian/development work
• Basic first aid
• Basic radio communication skills
• Excellent command of the most common methodologies to identify, assess and monitor activities, with proven record of achievements
• Strong administration and organizational ability
• Excellent management and personnel skills – a calm and diplomatic disposition will be preferred
• Ability and flexibility to understand the cultural and political environment and to work well with the local authorities
• Ability to work independently and still be a good team player
• Willingness to live and work in remote and isolated area under basic conditions
• Fluency in spoken and written English
• Good computer skills including Excel and Word
• A background in training would be advantageous.
CONDITIONS
Commencement: As soon as possible
Duty station: Juba, Southern Sudan (for admin and management purposes) with frequent deployments to field sites in various locations. Non-family positing with frequent in-country travel. A generous R+R policy applies.
Contract: 12 months contract with the possibility of extension, subject to funding.
