MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary: The Senior Program Advisor’s (SPA) main objective is to liaise with other USAID teams and donors to maintain a comprehensive understanding and coordination of programming, especially related to stabilization initiatives. The SPA will also work closely with the Office of Transition and Conflict Mitigation’s (OTCM’s) Conflict and Stabilization Advisor (CSA) to stay informed of local conflict trends and the status of program implementation to assist in shaping OTCM programming (and the USAID Mission as a whole) as well as ensuring that support is coordinated. The SPA will build and maintain relationships within the USG, donor community, NGOs partners, and Government of Southern Sudan partners, travelling as required to attend meetings.

Responsibilities: • Support the effective implementation of the OTCM program by ensuring activities are coordinated and integrated with other USAID and donor programs; • Meet with USAID and other donors on a regular basis, including attending coordination meetings to share information and identify linkages for programming; • Hold quarterly coordination meetings with OTCM implementing partners to promote synergies, avoid duplication, and identify gaps; • Assist the OTCM Team Leader in the identification of new opportunities for OTCM programming; • Based on the changes in conflict dynamics as well as gaps identified through coordination efforts, work closely with the OTCM Team Leader and CSA to develop stabilization responses; • Participate in assessments (USG and with other donors) to identify opportunities for engagement as well as potential implementing partners.
Qualifications: • This position is only open to U.S. nationals; • Bachelors Degree and Minimum of six (6) years of progressively responsible work experience. A minimum of four (4) years must include relevant experience with a USG foreign affairs agency, large international assistance organization, or non-governmental organization, in community development, economic development, mediation/ arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities, including overseas field experience in humanitarian assistance, transition programs, or democracy-building; • OR Masters Degree and a minimum of four (4) years of relevant experience with a USG foreign affairs agency, large international assistance organization, or non-governmental organization, in community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities, including overseas field experience in humanitarian assistance, transition programs, or democracy-building; • Minimum of one (1) year of overseas field experience, preferably in conflict-prone countries.
