TPO Uganda is a local national NGO that has been operating in Uganda for over 17 years now. Our projects target the most vulnerable communities delivering the following critical interven¬tions; Care and Support to HIV/AIDS Orphans, Psychosocial Support and Mental Health Services, Promotion and Protection of the Rights of the Child and Livelihoods and Food Security Improvement.
TPO Uganda is part of a consortium that has been awarded a grant by USAID to implement a 5 year project that aims to improve the lives of vulnerable children and their households. The project known as SCORE will be implemented in over 30 districts and we are now looking to fill the following positions that will be available at the TPO Regional Office that will be established in Mbarara.
Job Title: Programme officer-Socio Economic Strengthening :
Reports to: Project Coordinator TPO Uganda
Job Summary
This is a frontline service delivery position. You will receive technical supervision and regular backstopping from the SCORE Technical Advisor Socio Economic Strengthening. You will support vulnerable children and their households to undertake socio-economic initiatives that improve their livelihoods and increase household incomes. You will also be expected to identify and nurture public- private partnerships that ensure that interven¬tions identified are locally sustainable. Periodically you will be required to conduct vulnerability assessments of all beneficiary households to ascertain the level of change and improvement in the socioeconomic status of beneficiary households.
Key Responsibilities
• Establish and support village savings and loans associa¬tions in target communities to strengthen their socioeco¬nomic status and improve their livelihoods.
• Train and mentor vulnerable households on the concepts of group savings, lending processes and group insurance schemes. Training will also include bookkeeping and in¬vestment.
• Working with program beneficiaries and other private and public sector actors, assist vulnerable households in identi¬fying profitable opportunities that enhance value addition.
• Conduct sector studies to assess and identify the most ec-onomically viable undertakings in which vulnerable popula¬tions can engage.
• Working with consortium members, develop market linkages between village savings and loan associations with
private sector actors.

Minimum qualifications and experience
• The successful candidate should possess a Bachelor's Degree in Development Economics/Studies, Rural Eco¬nomics, Micro enterprising or a related field of study. They must also possess a minimum of 3 years consistent field work experience.
• S/he must possess experience working with OVCs or other vulnerable populations on sustainable market-based pro¬grams.
• Familiarity with the group insurance schemes and the village savings and loan association model will be an advan¬tage.
• S/he must have excellent report writing skills and possess strong interpersonal skills within teams and for good relations with partners and authorities.
