PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps leads humanitarian assistance and recovery efforts in areas affected by Sudan’s 21-year civil war - the same areas where today’s peace is most fragile. Mercy Corps’ goal in Sudan is to support the transition to a fair and lasting peace. Our team is working hand in hand with communities to facilitate the transition from relief assistance to development. Our recovery projects improve the capacity of communities to accommodate returnees and pave the way for their peaceful reintegration.
Mercy Corps will target Unity State which has the highest rate of IDP returns from North Sudan to improve market-based livelihoods, generate employment, accelerate economic growth and promote peaceful re-integration. The proposed activities will assist 9,475 individuals through strengthened horticultural production, investments in youth employment and entrepreneurship, diversified livelihoods and increased access to community-based savings and credit.
The project will enable 200 small-holder farmers to utilize improved agricultural practices, expand horticulture production to meet existing regional market demand and increase incomes. Facilitating entrepreneurship through training, advisory services and seed capital will result in 123 small micro-enterprises and medium sized enterprises including businesses supporting farm to market access. The proposed investments will provide employment to 730 youth and indirectly benefit 9,475 individuals.
GENERAL POSITION SUMMARY:
The Program Manager will manage a quick, multi-sectoral and high impact program in Unity State. The Program Manager will provide capacity building support to the Project Manager and a team of 8 project officers. S/he will provide technical oversight of the project in addition to managing compliance and financial issues. The Program Manger will also ensure donor reporting and ensure donor compliance.
ESSENTIAL JOB FUNCTIONS:
Program Planning and Coordination: In coordination with the project manager and team ensure the program fosters ongoing positive cooperation with all stakeholders. Design strategy and modules for required trainings for apprentices, business development and youth leadership.
Project Implementation: Oversee the team to ensure all activities included in the program are implemented according to the work plan and donor regulations within the specified timeframe. Provide necessary training and capacity building for the team to implement the project.
Monitoring and Evaluation: Responsible for innovative and impact demonstrating donor reports as requested by OFDA. Design and maintain an M&E system for the program to demonstrate outputs, outcome, impact and lessons learned. Coordinate M&E with national M&E systems being developed and ensure organizational learning to improve program quality and sustainability.
Team Management: The Program Manager will oversee the project manager who will oversee and lead a team of 8 Project Officers. Program Manager will build capacity of the national project manager to ensure coordination and team vision. The Program Manager will represent the project team at the Mercy Corps field office coordination meetings.
Finance and Budget Management: Working with the Finance Manager / Director to ensure effective and donor complaint budget management. Provide oversight to the Project Manager to ensure project deliverables are achieved within approved spending levels and in accordance with donor rules and regulations. S/he will exercise sound judgment to ensure project expenses are reasonable, allocable and prudent.
Representation: Represent Mercy Corps to the donor OFDA and organize field visits as required. Ensure pro-active and partnership approach in relationship management. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

ACCOUNTABILITY:
REPORTS DIRECTLY TO: Western Region – Program Director
WORKS DIRECTLY WITH: M&E Officer, Program Director, Finance Manager and Director Operations Manager and Unity State Team
KNOWLEDGE AND EXPERIENCE:
- MA/S or equivalent in social science, management, international development preferred
- 2-3 years’ experience in international relief and development in Africa, preferably including Sudan
- Experience managing cash for work projects
- 2-3 years experience of staff team-building
- 2-3 years livelihoods program experience
- Local NGO capacity building experience
- Financial management experience
- Experience with donor requirements of OFDA
- History of working effectively and respectfully with host country government, INGO and NGO partners
- Experience managing program in politically-turbulent and post-conflict environments
- Demonstrated ability as a manager of complex programming and team leadership
- Skills in Arabic and/or local languages (see geographic areas listed above) preferred

LIVING /ENVIRONMENTAL CONDITIONS:
The position is unaccompanied and will be based in Bentiu in southern Sudan. Living conditions are basic.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
