You will design, develop and promote policy-relevant analysis around critical issues for children; lead in planning and implementation of situation analysis processes and products; deepen and expand partnerships with research bodies and ‘think-tanks’ (national and international); strengthen national capacity for child policy-relevant research; and actively seek to turn analytical products into policy-relevant outputs and advocacy materials.
You will maintain strong linkages with Programme Sections, and will serve a critical role in the office IMEP steering committee, the PCA Committee and the Studies & Evaluation Quality Assurance Group, with a focus on strengthening equity concerns across programme lines.
You will also participate in key national partnership structures and technical working groups related to social policy research and analysis.
Qualification:
• Advanced university degree in Social Sciences or a related technical field.
• Eight years progressively responsible professional work experience at the national and international levels in social research, policy analysis, monitoring, and evaluation, and related fields. Knowledge of the Tanzanian setting is an advantage.
• Fluency in English and another UN language is required. Knowledge of Kiswahili is an asset.
• A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
• Leads in the planning, conceptualization, establishment of partnerships, and preparation of social policy research, including periodic updates of the Situation Analysis and related products
• Identifies opportunities for policy-relevant analysis that will yield tangible results for integration into all programme activities, documentation and reports
• Actively promotes use of social policy and equity lens for policy advocacy for children, women and vulnerable groups. Links closely with the knowledge management and communications functions to ensure appropriate storage, dissemination and use of research findings and recommendations.
• Initiates, oversees and manages development of partnerships with research bodies and ‘think-tanks’ (national and international).
• Reviews, evaluates and facilitates communication on the results and findings of diverse research initiatives, including a focus on their relevance to country programme goals and results for children.
• Provides technical support across programmes to enhance the social policy research and analysis function within the office, including through participation in committees linked to IMEP, studies and evaluations
• Maintains strong linkages with the M&E function and supports the application of a social policy lens to country programme activities, processes and products.
• Participates in key national partnerships and technical working groups related to social policy research and analysis.
• Assists UNICEF/government/and other partners in the development of strategies, methodologies and identification of key issues of social policy that can feed into the development of national strategies and interventions for children
• Links into and supports UN joint programming in the field of social protection.
• Provides technical support to government and non-government organizations at the national, regional and provincial levels in the planning, development and implementation stages of research and analysis
• Plans, organizes, and conducts training and orientation activities for government personnel and beneficiaries, for the purpose of capacity building at the central and regional levels.
• Participates in the development of the workplan for the Social Policy & Analysis section and monitors compliance to ensure objectives and targets are met and achieved.
• Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training.
