Role and Responsibilities
Overall responsibility for the primary health care programme and communicable disease responses: Support to, supervision and training of health team staff; Coordinate health programming with other NGOs and UN agencies and ensure pro-active liaison with the MoH takes place; Take the lead on developing high quality health proposals and drafts of donor reports; Provide support to the Project Coordinator, and contribute to the overall project coordination in the core management team.

A relief response to the needs of approx 330,000 conflict affected people (refugees, IDPs, host communities) in West Darfur state, Sudan.

Key activity areas
Project Management
• Provide strong leadership to Medair West Darfur’s health programme and ensure its positive immediate and long term outcomes and impact on conflict affected population, local government and national staff by developing an appropriate / effective implementation strategy in consultation with Project Coordinator (PC), Medical / Health Managers and Medical Advisor.
• Responsibility for the integration of primary health care, reproductive health care, communicable disease response, nutrition, community participation, and health promotion activities at all levels of the project.
• Set clear objectives and indicators for health activities in collaboration with the Health / Medical Managers, PC, MA and communities where appropriate.
• Monitor and evaluate programme progress through outputs and impacts using both quantitative and qualitative data.
• Overall coordination and developing of a comprehensive health activity plan, including resource needs analysis and budgets in consultation with the PC and Health/Medical Managers and Medical Advisor.
• Support Medical Manager and PC to respond to health needs of Internationally Recruited Staff (IRS). Stay aware of general IRS staff health guidelines.
• Support for health emergency preparedness and response, most often in conjunction with MoH and WHO.
• Emergency response efforts lead by National Medical Manager with support from HC and Medical Manager.
• Participate in health cluster coordination meetings and other working groups or meetings.
• Maintain relationships with UN agencies and INGOs working in the health sector and actively seek opportunities for cooperation.
• Manage health budget for the programme in liaison with the PC.
• Manage personnel related issues with the health project (including JDs, recruitment, staff appraisals, staff development and training, and general well-being), both specifically for directly managed staff and generally for all health staff.
• Responsible to plan and ensure accurate and timely reporting of health project activities (including completed log-frames and text for narrative reports) for donor, government and internal (sitrep) reports.
• Provide support for health staff in logistical related manners (i.e. drug orders, medical supplies)
Security Management
• Be aware of security procedures and guidelines in place, abide by them and ensure that other staff are aware of and follow them.
Qualifications
• Registered Nurse, Medical Doctor, or Masters in Public Health, preferably with experience in tropical medicine or international health programmes
Experience / Competencies
• 2 years experience post training; prior management experience
• 1 year of overseas experience
• Knowledge of integrated primary health care programmes including reproductive health, social and behaviour change, and community participation
• Previous experience in setting up and implementing integrated primary health care programmes desirable
• Ability in activity planning and time management
• Experience at cross-cultural communication techniques
• Advanced planning, assessment and analytical skills
• Knowledge of log-frames, indicators and impact
• Knowledge of how to use qualitative and quantitative means to measure impact
• Good report writing skills (inc. reporting on log-frames and input on proposals)

• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit
• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
El Geneina is a remote town in West Darfur, without continuous electricity. There is internet & mobile network; however these are occasionally cut. Living conditions on field trips are more basic, and communication is only via satphone. Travel for field trips is currently only by helicopter, and only day trips are allowed. Overnight trips for IRS have not been possible for more than two years.
