To serve in the Global Rapid Response team, for deployment, to a large-scale emergency anywhere in the world where World Vision responds directly. The Finance manager is a specialist who can be deployed to an emergency site within 24 to 72 hours.
The finance manager is responsible for providing leadership with budget preparation, financial systems set up, monitoring and reporting and maintaining relationships with key stakeholders (internal, government, UN, donors and Non Governmental Organizations (NGOs)) for the critical duration of the response - up to three months.
KEY RESPONSIBILITIES:
- To implement financial policies in such areas as, but not limited to: budget, cash management and forecasting, funding by donor, recordings and documentation, project auditing, and financial reporting
- To assist in the recruitment of local / international finance staff as needed and participate in staff induction
- To manage the staff in the operations of the finance department.
- Ensure standard financial systems are established and maintained in order to provide appropriate levels of security and controls over the organization's resources and operations. Ensure compliance with the policies and standards in the Financial Manual and donor requirements
- Provide management advice and assistance to the Senior Relief Coordinator, Regional Relief Manager, National Director and Project Managers including assistance in the preparation and monitoring of annual budgets.
- Provide management with financial information in a manner that is easily understandable.
- Help management with financial projections that provide the ability to forecast scenarios.
- Provide technical support to sector heads and functional staff in formulating and implementing project accounting systems, including grant accounting.
- Establish and supervise all work practices of finance staff, including the providing of opportunities for orientation and training. Planning and implementing a mentoring and skills transfer program in Finance.
- Review financial summary and analysis reports
- Approve and submit financial reports in compliance with World Vision requirements and is consistent with Quality assurance standards.
- Ensure full and appropriate control and security of all World Vision cash in the field at all times; reconcile advances and balances at least monthly
- Ensure that appropriate financial control systems and filing are in place to meet local and WV reporting and audit requirements
- Explore ways to cut costs without compromising ministry quality
- Maintain systems and management and allocation of the Emergency Preparedness & Response Fund (EPRF)
- Develop and maintain a network for identifying qualified finance staff to manage emergency programs
- Perform other tasks as delegated by the Senior Relief Coordinator, Regional Relief Manager or National Director.
MAJOR PREPAREDNESS - The development of strategies, proposals, and recommending measures and response structures for mobilizing WV preparedness for financial accounting during emergencies.
- Propositioning, contracting and systems development for the preparing, maintaining and mobilizing financial accounting systems, equipment and materials for emergency response.
- Develop materials and carry out finance related emergency response capacity building incorporating internal and external humanitarian standards awareness and practice
- Coach and mentor finance feeder school staff
- Provide mentoring for national, regional and program staff, ensuring external humanitarian standards and internal standards awareness is incorporated.
- Cutting edge analysis, applied research and documentation of lessons learned and best practice for financial accounting work related to emergency response.
- Developing and maintaining strategic alliances relating to financial requirements of donors, foundations, academic institutions, governments, international and UN agencies for positioning
- WV emergency response functions and acquisition of resources.
- Engaging in new thinking and learning forums related to financial accounting for continuing education with appropriate methodologies for more effective emergency response work.
- Coaching and mentoring National and program sectoral leadership and staff on financial accounting during emergencies.
The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.
REQUIRED:
- Must have a degree or equivalent in finance field
- CPA or equivalent highly desirable
- 3-5 years experience in emergency response finance
- Proven track record for multi-sector program budgeting and financial reporting
- Knowledge of budget requirements and regulations of major donors including the United States, Canada, the EU, Australia and UN agencies.
- Empirical knowledge of emergency program financial management
- Familiarity with humanitarian codes, principles and practice
